In a virtual meeting held today, Yemen’s Minister of Local Administration, Engineer Badr Basalma, engaged with Thomas Schneider, the Ambassador of the Federal Republic of Germany to Yemen. The discussion centered on the ongoing efforts to formulate a national strategy aimed at strengthening decentralization within the country.

The proposed strategy is designed to empower governorates to manage their own affairs more effectively. It focuses on building the capacities of local leaders and staff, which is expected to enhance governance and contribute to sustainable development across the region. Minister Basalma highlighted the importance of these efforts in improving the overall efficiency of state institutions.

During the meeting, Basalma also provided an update on the preparations for the National Conference for Partnership and Integration, scheduled for late April 2026. This conference will address reforms in the relationship between the central government and local authorities, specifically tackling issues related to overlapping authorities. The goal is to create a more streamlined governance structure that enhances institutional performance.

The minister expressed appreciation for Germany’s support in these initiatives, noting the commitment of the Presidential Leadership Council and the Yemeni government to advance administrative and financial decentralization. This approach is anticipated to empower local authorities and improve development outcomes in the governorates.

Ambassador Schneider acknowledged the efforts of the Ministry of Local Administration in fostering institutional development. He reaffirmed Germany’s commitment to supporting the Yemeni government’s decentralization efforts and expressed readiness to collaborate as a key partner in implementing the National Strategy for Local Administration.
